I’ve not seen the amine, but based on the pokedex entries in the game, that’s actually a very understandable reaction of Kiawe. 

The Alolan Dugtrio’s ‘hair’ are more like whiskers. It’s what the Dugtrio use to navigate underground and tell if an area is safe. However, because they’re beautiful and look like gold, there’s an ongoing problem with tourists stealing them, despite the fact that it’s considered bad luck to do so.

So likely Kiawe’s not thinking “This is how Dugtrio are outside of Alola”, but “Some selfish human stole, like, half their ability to see. I can’t make it right, but maybe this will help”.
