Honestly this raises more questions than answers for me. Bear with me, this is my biology degree talking:
First off: This MAY be a dimorphism between males and females of the species (assuming night and light furies are the same species) but toothless has (and had in HTTYD) that little ridge on his head and the nubs on the sides/top of his head, but the light fury doesn’t have either (except the two bigger ones that I always saw as “ears”). So either it’s a dimorphism (as mentioned) OR night and light furies are not exactly the same species, but slightly different species that are still closely related (recently diverged species, but possibly not fully speciated evolutionarily) OR she’s much younger and ridge and nubs haven’t developed yet OR some combo of those. (Or, yes, it could be an artistic thing)
Alright, so second: Why are all the plants glowing? Are they in a cave of some kind with bioluminescent plants? Does the Light fury live in said cave? If so that may explain her coloration.. if her species/group lives in a bioluminescent cave and have for a while, they may have evolved a lighter coloration (many animals, especially larger animals living exclusively in caves become “colorless” and blind) but the bioluminescence may have provided enough light that instead of becoming blind like many cave dwelling species, but the coloration in the eyes is also gone, making them blue (or grey, blue eyes vary in color depending on the environment).
Of course, this is ALL speculation at this point and I could be completely wrong on all of it, but those were the first things that came to my mind when I first saw this
